Tamil Nadu Public Service Commission (TNPSC) is going to announce application from eligible candidates for Assistant Engineer (Civil) in Water Resource Department / PWD Assistant Engineer (Civil) in Building Organisation / PWD Assistant Engineer (Electrical) PWD Assistant Engineer in the Rural Development and Joint Director / Deputy Director / Divisional Development Officer Panchayat Raj Department Assistant Inspector of Factories / Junior Electrical Inspector and Junior Assistant Director of Boilers vacancies.
The Governor of Tamil Nadu hereby makes the following Special Rules for the Tamil Nadu Panchayat Development Service which will form Section 39 in Volume II of the Tamil Nadu Service Manual, 1969. candidates Other Details like Educational Qualification / Selection Process / how to Apply are Given Below

The Tamil Nadu Panchayat Development ServiceThe Service shall consist of the following categories of Officers, namely
Category 1Joint Director of Rural Development
Category 2Deputy Director of Rural Development
Category 3Divisional Development Officer
Explanation 1Deputy Director of Rural Development” shall mean and include Principal, Rural Extension Training Centre and State Institute for Rural Development.
Explanation 2“Divisional Development Officer” shall mean and include Personal Assistant and Additional Personal Assistant to the Director of Rural Development, Personal Assistants (Panchayat Development) to the Collectors, Vice Principals in Rural Extension Training Centre and State Institute for Rural Development and Lecturers in State Institute of Rural Development.
AppointmentAppointment to the posts specified in Column (1) of the Table below shall
Reservation of AppointmentThe rule relating to reservation of appointment (General Rule 22) shall apply for appointment to the post of Divisional Development Officer by direct recruitment.
QualificationsNo person shall be eligible for appointment to the posts specified in column (1) of the Table below by the methods specified in the corresponding entries in column (2), unless he possesses the qualifications specified in the corresponding entries in column (3) thereof.
ProbationEvery person appointed to the post of Divisional Development Officer
by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years
(1)Every person appointed to the post of Divisional Development Officer by recruitment by transfer shall, from the date on which he joins duty be on probation for a total period of one year on duty within a continuous period of two years.
TestsEvery person appointed to the post of Divisional Development Officer by direct
recruitment shall, within the period of his probation, pass the Departmental Test for Officers of Panchayat Development Department and the Panchayat Development Account Test conducted by the Tamil Nadu Public Service Commission
(1)Every person appointed to the service shall undergo the training prescribed
by the Government from time to time
(2)The Divisional Development Officer appointed by direct recruitment or recruitment by transfer shall undergo the Foundational Course-B for a period of three weeks at the Civil Service Training Institute, Bhavanisagar or any other centre that may be specified by Government and pass the test conducted at the end of the training. The passing of the above test shall be a precondition for declaration of probation. The period of training undergone shall count for probation and increment.
Preparation of annual list of approved candidatesFor the purpose of drawing up of the annual list of approved candidates for appointment to the posts, by recruitment by transfer or by promotion, the crucial date on which the candidates should be qualified shall be the first March of the year in which the list is prepared.
